In May 2005, the New York CityCouncil approved the Department of City Planning’s rezoning proposal for thewaterfront neighborhoods of Greenpoint and Williamsburg in Brooklyn, permittinglight industrial and residential buildings to coexist. While these were alwaysmixed-use neighborhoods, the proposal paved the way for additional housing andpublic space development along two miles of Brooklyn’s East River waterfrontand upland neighborhoods. Height restrictions were significantly relaxed.
